Carl H. Moor is an Associate Justice on the California Court of Appeal, Second District, Division Five, where he has served since April 2018, following his appointment by Governor Jerry Brown. He previously served as a Judge on the Los Angeles County Superior Court in the Criminal Division and the Family Law Division (2014-2018). Before joining the bench, Justice Moor spent over 25 years as a lawyer in Los Angeles. He was an associate, then partner at the law firm Munger, Tolles & Olson (2001-2014); he was a federal criminal prosecutor in the United States Attorney’s Office for the Central District of California (1994-1999 and 2000-2001); he worked as litigation counsel at NBC, Inc. (2001); he was a litigator at public interest law firm Hall & Phillips (1988-1994); and he served as a law clerk to the Honorable Mariana R. Pfaelzer on the United States District Court for the Central District of California (1988-1989). Justice Moor received his B.A. with High Honors in Political Science (major) and Economics (minor) from Swarthmore College (1983) and his J.D. from Yale Law School (1988). In 1986-87, he received a scholarship from the Henry Luce Foundation and spent ten months living in Tokyo, Japan where he worked in the constituent service and policy office of a group of members of the Lower and Upper Houses of the Japanese Diet.
