Ambassador Torres Rivera is the first woman to head Cuba’s mission in Washington. She has been a diplomat since 1994. Her previous positions include Ambassador to Vietnam and member of the Cuban delegation involved in re-establishing diplomatic relations between the U.S. and Cuba.

She was part of the Cuban delegation that met with US government authorities to discuss the re-establishment of diplomatic relations and the re-opening of embassies in both countries, from 2015 to 2017. She was also part of the Cuba-US Bilateral Commission and the Cuba-US Bilateral Economic Dialogue as well as other Cuba-US bilateral dialogues on regulatory
issues, human rights, traffic in persons, the establishment of direct postal services, renewable energy and banking issues.
