Introduction

The provision of water and sanitation to poor and low-income communities in developing countries constitutes a major if not the strategic global development challenge of the 21st Century. Whether it relates to the sharing of water resources among nations for irrigation in food production, for power generation, or for meeting the basic needs of water and sanitation for the broad masses of national populations, these issues will continue to assume critical proportions and their peaceful resolution within a global framework is becoming increasingly imperative.
