ANNOTATION 

This document contains regulations to control “comfort” facilities and inn businesses which include the recreation, restaurant, and special “comfort” facilities. Comfort stations fall under special “comfort” facilities. According to the regulations, comfort station operators are required to put up signs indicating whether the facility is exclusively for the military’s use, which depends on its business categorization. Each comfort station is required to prepare the list of the names of the employees. The comfort station operators are required to submit a monthly statement of profit and loss to the military administration bureau by the 10th of each month.

These regulations indicate that the comfort stations were under the strict control of the military. Based solely on this document, it appears that the comfort stations were operated according to employment contracts and regulations, however, it would be important to understand how these regulations would’ve been actually enforced in reality.
