Colloquium with Isagani R. Cruz, former Philippine Undersecretary of Education and Professor Emeritus, De La Salle University, Philippines
The Philippines has the shortest basic education cycle in the world. It also ranks very low in international math and science tests, as well as university ratings. What do the leading presidential candidates promise to do to uplift the standards of education in the Philippines? The talk (conducted in English) will focus on key issues, such as the medium of instruction, the addition of years to basic education, and the mismatch between university education and the job market.
Former Philippine Undersecretary of Education ISAGANI R. CRUZ (B.S. Physics, UP Diliman; M.A. English, Ateneo de Manila University; Ph.D. English, University of Maryland) is currently a Professor Emeritus, a University Fellow, and the Academic Publications Executive Publisher of De La Salle University, the Director of the Teachers Academy of Far Eastern University, and a Visiting Lecturer at the Ateneo de Manila University and the University of Santo Tomas. He writes plays, essays, biographies, and short stories in Filipino and English, for which he has won numerous national and international awards, including the Carlos Palanca Memorial Awards in Literature Hall of Fame and the Southeast Asian Writers (SEAWRITE) Award. He has written or edited more than fifty books.
He heads the Asia Pacific Writers Partnership, the Commission on Higher Education Technical Panel on General Education, Wika ng Kultura at Agham, Books for Philippine Schools Foundation, the Active E-Learning Technologies Foundation, and Libro Amigo Publishers. He helped set up the Manila Critics Circle, the Philippine Association of Scholarly and Academic Publishers, the Philippine Journals Online project of the Oxford-based International Network for the Availability of Scientific Publications (INASP), and the Philippine E-Journals project of C&E Publishing.
He is the former President of the Philippine Studies Association and the Philippine Fulbright Scholars Association. He is a retired Senior Bibliographer of the Modern Language Association of America. He has been decorated by the Government of France as a Chevalier dans l’Ordre National du Mérite and by the Ramain family as Honorary Sultan of Iligan City. He is a Project Director of the Foundation for Upgrading the Standard of Education and Program Director of the Philippine Cultural Education Program of the National Commission for Culture and the Arts. He is a member of the English Speaking Union Philippines, the Technical Advisory Council of the Congressional Commission on Science, Technology, and Engineering, the Filipinas Licensing Copyright Society, and iCubed.us (Hong Kong). He writes for Philippine Star.
