As Vladimir Putin leaves the Kremlin, what has been the balance-sheet of his policy in the North Caucasus? Tony Wood will assess the outcomes of the 'anti-terrorist operation' launched in Chechnya in 1999, and ask whether the current process of 'stabilization' is likely to provide stability for the region in the long term.
