The Right to Water and Sanitation: A Useful Tool for Universal Service Delivery?

The purpose of this paper is to explore the extent to which water and sanitation (1) are guaranteed both as basic human rights and as key elements in the right to development and (2) can be used to increase marginalized populations access to water and sanitation services when it is conceptualized through a human rights framework as has been done in South Africa.
